both of you. yes we are going to continue with this mild pattern, at least for the next couple of days. this morning, the low clouds, the patchy drizzle, onshore breeze. here's a view over the clouds there at the oakland estuary. do expect a slow clearing day for a san francisco, as well as the east bay shore. air quality across the bay area this morning. good to moderate. expected to remain in that. but with all that said, we are looking at haze at the higher elevations due to the smoke fire around the bay area as well as that big fire that is burning to the north of us. the temperatures this morning are similar to yesterday morning and the onshore breeze through fairfield. a robust 30 mile per hour gusts there. so those low clouds not only through the delta this morning, but all the way into the sacramento valley temperature wise, a mid 50s at a half moon bay, a low 60s for some of our inland cities. areas like brentwood, 60 degrees right now and for the afternoon below average 65 san francisco low 80s in livermore. a better look at what we can expect for the days ahead. coming up in just a

little bit at 701. let's see how the highways are shaping up on this monday. hi, sal. >> good morning rosemary. right now westbound highway four is a little slow, but things are getting better there. let's go right to it. you can see some slowing in bay point 680. looks good from venetia to walnut creek. and beyond that, all the way to san ramon. highway 24 is off to a nice start, and at the bay bridge we are backed up to about the 880 overcrossing 701 let's get back to the headlines. >> topping our news at seven. we just received an update from cal fire about the park fire near chico. it's now grown to nearly 370,000 acres, by far the largest fire burning in our state. the fire has burned an area larger than the city of los angeles. containment is at 12%. cal fire says at least 100 homes, businesses and other buildings have been destroyed. more than 4000 others are still threatened. fire's growth overnight makes it the sixth largest fire in our state's history. ktvu sally rasmus live now with the latest look at the

firefight this morning. >> well, as that park fire grows, we have a view of what the fire looked like as early as this morning from the alert california camera system. they have a camera, a couple of cameras on colby mountain. let's show you what it looks like this morning. here's a time lapse video from about 530 this morning. and in it you can see a plume of smoke and flames from the park fire. still raging. this alert california camera on colby mountain is about 30 to 50 miles away from where the park fire started, initially on wednesday at bidwell park, which is north of chico. bidwell park is where, according to the butte county district attorney's office, 42 year old ronnie stout of chico pushed a burning car about 60ft down a ravine. police say that burning car ignited what has now become one of the top ten largest wildfires in california history. stout is scheduled to appear in court later today, facing charges of arson for starting that fire. now, as you mentioned, garcia, containment of this fire still just about 12%. cal fire says at least 100 homes, businesses and other buildings have been

destroyed. 4000 homes and businesses are still threatened, and mandatory evacuation orders remain in effect for thousands of people in four different counties, many of them have fled to shelters. >> i just got here tonight and i was a little bit a little, bewildered by the whole situation. i didn't know where i had access to relief. and so i'm grateful. >> so in this fire started, we had all the odds stacked against us. we had extremely receptive fuel beds. we had, high winds, we had topography driven, fire, along with a wind driven fire, it was just, we didn't have anything going in our favor, so now, firefighters, we've been out there, we've gotten more and more resources. >> and its latest update this morning, cal fire says the park fire continues to burn in the lassen national forest and the ishi wilderness, areas that are very difficult to get access to, which is part of the reason why it's been so difficult to contain this fire. over the weekend, governor gavin newsom

declared a state of emergency to free up the use of emergency funds to fight this fire. and as of this morning, more than 4700 personnel are fighting the park fire, including 33 helicopters, 400 engines and more than 100 water tenders. garcia, back to you. >> allie. rasmus. thank you. more firefighters from across the bay are arriving to help battle the park fire and police officers from santa rosa have joined crews on the fire lines as well. the santa rosa police department shared this photo on social media. authorities in butte county requested mutual aid from police agencies statewide to help with evacuations and protect homes from looters. >> firefighters are gaining ground on two brush fires in the east bay in southern alameda county. the creek fire has been burning in the sunol regional park since friday afternoon. it's grown to more than 730 acres, but cal fire says it's now 35% contained in the last couple of days, we've had a nice cooling trend, >> let us really get in there and put the boots on the ground and try to improve our control

lines. we'll be here for the next few days with the heavy footprint in there, trying to make sure that we get line all around it and get control of the fire. >> cal fire says some evacuation orders and road closures remain in place in the fire zone. fire crews are also getting the upper hand on a weekend fire in contra costa county. the point fire started friday afternoon near the city line between bay point and concord, and grew to more than 470 acres, cal fire says the containment is now up to 92%. mandatory evacuation orders were issued for about 100 homes in the area, but have since been lifted. >> happening today, a federal judge is expected to rule whether a scuba boat captain should pay restitution to family members of the people killed in a disastrous boat fire off the central coast five years ago. 34 people died when the boat caught fire in the waters off santa barbara county. the victims families want restitution for funeral expenses. last year, the boat captain, jerry boylan, was convicted of criminal charges after a jury determined he'd abandoned ship. boylan was

sentenced to four years in prison. >> 706 is your time. the november election is now just 99 days away and likely democratic nominee kamala harris is getting ready now to make her first major decision as the 2024 presidential candidate. >> this is a people power campaign and we have momentum. >> democratic sources say harris is now working around the clock, searching for a running mate. the vice president is expected to make her decision within the next two weeks. it's an announcement many democrats predict will provide the largest boost to the harris campaign. >> it's a level of energy that, frankly, i haven't seen on the campaign trail in a long time. >> three names are reportedly at the top of the short list. they are senator mark kelly of arizona, pennsylvania governor josh shapiro and minnesota governor tim walz. >> vice president harris will campaign in the battleground state of georgia tomorrow. her campaign has raised $200 million since she emerged last week as the likely democratic presidential nominee. her

fall of 2025. >> 708 your time bart service is back to normal for the start of the work week for east bay. stations were closed for part of the weekend due to a power outage. the problem started saturday evening between the 19th street and fruitvale stations. this incident caused four stations to temporarily closed. those were the 12th and 19th street stations, the fruitvale and lake merritt. despite the reopenings, the red line is still out of service until further notice. that route is between richmond and millbrae. until it reopens, bart passengers can take orange and yellow line trains, and now it's 708. >> we do see some slow traffic out there, although we're kind of mild on a monday in some areas. let's go to the east bay first and show you that highway four is going to be a little bit slow in bay point, but 680 looks good and so does 80. this is a look at highway 24. so it's not all that slow. there is a slowdown at the bay bridge though. it's backed up from a little bit before the 880 overcrossing. and once on the bridge it's moderate into san

president biden expected to make the announcement during a trip to the lyndon baines johnson presidential library in austin, texas. we've already received a copy of the proposal. president biden is endorsing term limits for justices. supreme court justices currently serve life terms. he's also pushing for an enforceable code of ethics, as well as a constitutional amendment limiting immunity for presidents and other office holders. >> i think what joe biden will do over the next six months is he's going to keep drawing that to the attention of the american people and reminding them when they vote in november, the supreme court is on the ballot. >> any reforms to the high court

would require congressional approval. coming up in our next half hour of news, we'll hear from an expert on these changes. >> while in texas, president biden is also set to travel to houston to pay his respects to the late congresswoman sheila jackson lee. she is set to lie in state at houston city hall. vice president harris is set to attend a celebration of life for jackson lee on thursday. the 74 year old congresswoman served houston for more than 30 years. she died earlier this month of pancreatic cancer. >> all right. back here in the bay area, the san mateo coroner's office has released the identities of the three people killed in a crash. on highway one at devil's slide. the victims are 29 year old mohammad nouri from south san francisco. there was also 28 year old angelica gaucho, also of south san francisco, and 36 year old brian aroma from fort riley, kansas. their sedan, for some reason, went off of a cliff friday. traffic in the area was shut down for hours as authorities investigated what happened. the crash was recovered. the car was recovered on saturday. investigators are

still working to determine what led to this crash. >> police in hayward are investigating a shooting that killed a 15 year old girl and wounded one other person. officers were called to the area of tennyson and tyrell. several blocks east of 880. around 1115 sunday morning. detectives found two people had been shot. the teen died at the scene, the other was taken to the hospital and is receiving treatment. police are still looking for the shooter. it's not yet clear what led to the attack. >> hundreds of sonoma county farm workers held a weekend march and rally in the heart of california's wine country. they gathered in healdsburg to demand higher wages and hazard pay. the farm workers want additional money from winemakers when they are working in dangerous conditions, such as in extreme heat or in smoky conditions caused by wildfires. they also called for wages of $25 per hour, or $250 for every ton of grapes they pick. berkeley city council members are postponing a vote to change a century old housing ordinance. at its latest meeting, the council decided to vote until later, postpone that vote until later this fall and

proposal that if passed, it would allow small apartment buildings to be built throughout the city. for years, berkeley residents fought to keep many neighborhoods designated for single family housing only. supporters of the proposal say the move will help accelerate housing developments. opponents say they fear without affordable housing provisions, there will be push will push low income residents out of the city. >> caltrans is beginning a series of overnight closures in one part of highway one tonight to continue road repairs from heavy storms last march, the full overnight closures start at 9:00 tonight, set to reopen by six tomorrow morning. the work will take place south of the rocky creek bridge, north of big sur. the overnight closures will last through thursday, august 1st. caltrans says repairs should be complete sometime next summer. >> all right, staying on the issue of roads now 716 is your time cells back up with a look at them. hey sal. >> all right andre and garcia, good morning to you both. right now we do have some slowing in the east bay. although it is not as severe as it was. let's say last week. at some points,

highway four is slow, but 680 looks pretty good from benicia all the way to san ramon. we have a little bit of slowing here and there, but 24 is not really getting a lot of action, bay bridge backed up from beyond 880, so it is pretty slow there. 880 itself looks good. 716 still overcast in many spots. the spring in rosemary to talk about the weather. >> yes sal, i think it's going to be a slow clearing day for parts of the bay area as we remain in this very mild pattern across the bay area at this time. in addition to the low clouds, we have patchy drizzle start the day as well, and a live look here over the oakland estuary. you can see plenty of overcast sky as we look towards the oakland coliseum. a's are off today. they take on the giants tomorrow in san francisco. air quality across the region for today. expected to remain good to moderate. at the surface, the higher elevations we are likely to see smoke and haze. we had a couple of fires start over the weekend here in the bay area. and then we've got that large fire to the north of us. so something to

consider if you're going to be outdoors. you smell the smoke. always a good idea to avoid it. it's bad for us as we know. storm tracker two here, showing you the trough that remains over the west by tuesday, it begins to push out. here's a look at the futurecast model. you can see the dip here. even some blue on the screen over areas of canada and the pacific northwest. so today, tomorrow very similar temperatures on the mild side as we get into tuesday night. notice it's shifting. it's leaving the west coast. it's going east. and as a result this high pressure here is going to build back in. and that is going to bring our temperatures up for a few days. right now it looks like they peak on friday and i'll show you that in the extended forecast outside our doors at this time, the onshore breeze through fairfield gusting to 30mph. those low clouds not only through the delta this morning, but into the sacramento valley. once again, our temperatures very similar to yesterday within a couple of degrees for most 56 right now in the city of san francisco in the

north bay, 54 in novato, the inner east bay, upper 50s in walnut creek, low 60s over san jose, an enjoyable day coming for you into the afternoon. livermore noontime numbers about 75 degrees or so. and then low 80s for the livermore valley into the afternoon. meanwhile, on the peninsula 72, in san mateo in the north bay, 75 in napa. your extended forecast here, temperatures will remain status quo for the couple of days here. and then as we get into wednesday, we do start to see an increase in the temps once again. by friday mid 90s for our inland cities, 80s around the bay, 60s at the coast in time for the weekend, we're going to drop temperatures off just a little bit upper 80s low low 90s expected for our inland cities. gasia. >> rosemary. thank you. the environmental protection agency has approved two grants totaling more than $10 million money from the epa will provide federal funds to help pay for two major watershed projects in the bay area the san francisco estuary partnership says the grants will boost efforts to protect and

restore watersheds in hayward, richmond, san pablo and north richmond. community leaders in east oakland have announced a plan to invest $100 million into the neighborhood. the initiative is being led by rise east to join effort by oakland thrives and the 40 by 40 council, a coalition of community based organizations. oakland thrives is working to raise $50 million in local funding to be matched by the national philanthropic organization blue meridian partners, for a total of 100 million. rise east is guided by a ten year plan to improve schools economic opportunity and health and well-being in east oakland. coming up, water quality worries persist for the paris olympics. the pre triathlon event that was canceled following $1 billion cleanup effort of the river. seen what happened just this weekend that unraveled much of the work done before the games. then the warriors held final dance auditions at thrive city highlights from the hundreds, who were competing for just 90 spots on the team. then a quick reminder that back to school

ortega was with the department for nine years. he was recently working out of the mission station. in a video he created for the police department. ortega said he was born in san francisco, grew up thinking police officers were modern day superheroes. the department has not released the circ*mstances of his death. starting at 10:00 tonight, vector control in santa clara county will spray against mosquitoes after several tested positive for west nile virus. the spraying will last 2 to 4 hours near center road and south side drive. the goal is to target adult mosquitoes to prevent any infected mosquitoes from exposing the public to potential vector borne illnesses, or even death. it's the second round of treatments in the county this year, with the paris olympics in full swing, concerns are growing about the safety of the seine river. yesterday, olympic organizers canceled a pre triathlon event in the seine that would have allowed competitors to get familiar with the swimming route. swimming in the river has been banned for more than a century due to water quality issues ahead of the olympics. paris invested more than $1 billion to help clean

pretty good with no major issues. the peninsula traffic has been without issue, just a little slowing on northbound 101. in san francisco. 730 let's go back to the headlines, artell. >> thank you. today president biden is calling for major supreme court reforms, including term limits for justices, a binding code of ethics, of conduct, of ethics rules, and for a constitutional amendment to strip presidents of immunity from prosecution. joining us now is uc law. san francisco professor david levine. david, thank you so much for joining us this morning. >> good morning. andre >> all right. so david, we talked about this a couple of weeks ago when you were on the newscast, about these proposed changes. but now that you've seen them in writing, what are your thoughts of the changes? >> well, i think they're all useful, andre. but the real question is, will they ever come into being? the, you know, the idea that there would be an enforceable code of ethics on the supreme court? i think there's a crying need for that. we've all seen the stories about justices alito and thomas, and

about how they have, done things that in hindsight, let's say, don't look very good. and over the weekend, even justice kagan was calling for an enforceable code of ethics. so there's a lot of room to go there, so that it would be useful. every other federal judge has is has a, a binding code of ethics. and it really ought to apply. there's not much of an argument against it except to the extent republicans perceive this as an attack on two of their heroes in justice thomas and alito. but it's really a wider issue. and then the other proposal that mr. biden is going to be making is for term limits for supreme court justices, specifically in 18 year term. now, the constitution does say that supreme court justices, as other federal judges, serve during good behavior. so you'd have to figure out some way that they could still be treated as federal judges, even if their term was only for 18 years. on

the supreme court. i think it can be done, but it it requires a little bit of navigating. but again, the problem is can you get enough people in congress to see the big picture to say this won't necessarily favor one side or the other, because if it's perceived that it's just an attack on one side, it's not going to go anywhere. the democrats don't have enough votes in either the senate or the congress to do more than have a hearing in the senate. that's the most they could get out of this. so this and go ahead. >> the success of this will be based on the argument that can be made to the public and to congress that all sounds really familiar here, because, you know, the attack is what each side keeps saying when they bring something up, is this is attacking one side or attacking the other side, going back to one of the proposals here, the president would appoint a justice every two years. and as you mentioned, to spend 18 years on the bench. is this

achievable, at least this particular line, i think. >> i mean, it's achievable in the sense that i think you could craft something as a statute that would pass the constitution as long as you gave those judges something else to do. once the 18 years was up. and to me, the easiest thing to do is give them some assignments as semi-retired justices. and the most obvious one would be put them on the court of appeal, the court immediately below. so i think it could be solved. but what you need to have is you'd have to have a coalescence in congress of people perceiving this as something that's good for everybody and not just good for one side or the other as it's written. i think the reality is what we're talking about with this, plus the constitutional amendment to change presidential immunity, is it will give vice president harris and the democrats talking points as we move into the election and to, you know, focus on the very

unpopular supreme court. but the more they do that, the less likely that these proposals are to get passed. certainly in the next months. i think they're all good proposals. but i just don't see them as actually going anywhere beyond something to talk about. as we move further and further into the election season. >> yeah. and the biden administration says, vice president harris does support this moving forward. now, let's get back to how this would be possible here. what would be needed to make something like this happen? >> sure. well, the ethics code, had passed the statute. have the president sign it and have the supreme court say that it's constitutional, we've had at least justice alito suggest that nothing that binds the supreme court would be constitutional. i don't think that's right. same thing with the 18 year term limit. now, with respect to reversing the decision on presidential immunity, that would take a constitutional amendment and that would require a vote of two thirds, not just a

because i put those two together. i was being a good neighbor and also using my professional skills to do what i could to help my neighbors. >> now, john stayed in the area every day to help fire crews protect the neighborhood, but he lost his truck in the process. in the end, the front of their property was scorched. the back of it also caught on fire, but overall, the majority of their home was saved 738 as a result. >> here, the bay area is under an air quality advisory today because of the smoke from that park fire far to our north. a live picture here from sfo. it's an awfully gray morning. much of this, though, is clouds, not direct wildfire smoke. it's the higher elevations in particular that will see the most dramatic effects of course, sfo is at sea level. this is one of those. if you can smell smoke outside, you'll want to stay inside as much as possible. days 739 now new studies raising new concerns about the dangers of wildfire smoke, medical researchers have found exposure to wildfire smoke can dramatically rise the risk of dementia. >> the ten year study involved 1.2 million people 60 years or older in southern california.

that's a region where huge wildfires are common to lower the risks, experts say people should update their home air filtration systems, stay inside when the air quality is unhealthy, and wear an n95 mask outside when the air quality index reaches 100. >> happening today san francisco will detail efforts to improve access to recovery programs for people struggling with drug and alcohol addiction. mayor london breed and supervisor matt dorsey will hold a news conference to talk about new programs coming to the city. one is read to recovery. it allows anyone to take a book out from the library. even if you don't have a library card, supervisor dorsey says another program means participants will get paid for staying drug free. >> so this is going to be a recovery and sobriety bonus incentive program. it is modeled on something called contingency management, which basically asks people to participate in a voluntary program to get drug tested. and if they're if they test negative for illegal drugs, they will be paid some kind of a

see that. no major issues there. the bay bridge also got lighter in the last few minutes, and traffic on interstate 880 looks very good. if you're driving into san francisco, northbound 101, traffic is looking okay. it's a little slow approaching 280 and 280 itself from daly city looks good in either north or southbound direction. 802 let's get back to the headlines. >> all right. thank you. the man accused of starting the park fire north of chico is due to appear in court later today, where he'll face arson charges. >> prosecutors up in butte county say 42 year old ronnie stout pushed a burning car into a canyon at upper bidwell park last week. authorities say that resulted in a fire that then exploded in size and has now grown into the largest wildfire burning in california so far this year. >> we just got an update from cal fire reports. the park fire has grown to nearly 370,000 acres. >> now it's an area larger than the entire city of los angeles.

containment stands at 12%. this is now the sixth biggest wildfire in our state's history. firefighters say the temperatures are beginning to drop, but that winds are picking up again, pushing flames into new areas. >> basically, it's making pretty significant run, about 100 acres or so moving into some heavier fuels. we have, dozers, crews and engines and aircraft making a direct attack on that. the best they can. >> cal fire says at least 100 homes, businesses and other buildings have been destroyed. some 4000 are still threatened. mandatory evacuation orders remain in effect for thousands of people across four counties. >> i got two city pd officers at the door telling me i needed to get out. i packed up what i could pack up in the car. me and the dog and i got out. i heard the neighbor across the street from me lost his house and i only live in an old double wide mobile. whether it's still standing or not, i got no idea. >> governor newsom has declared

a state of emergency for the area. the proclamation, issued over the weekend will help provide additional funds in the firefighting and recovery efforts. more firefighters from all across the bay and beyond are arriving to help battle the park fire police officers from santa rosa have joined as well. the santa rosa police department shared this photo on social media. authorities up in butte county requested mutual aid from police agencies across the state to help with evacuations and to protect homes from looters. >> firefighters are gaining ground on two brushfires in the east bay, now in southern alameda county. the creek fire has been burning in the sonoma regional park since friday afternoon. it's grown to more than 730 acres, but cal fire says it's now 35% contained. >> in the last couple of days, we've had a nice cooling trend, let us really get in there and put the boots on the ground and try to improve our control lines. we'll be here for the next few days with the heavy footprint in there, trying to make sure that we get line all around it and get control of the fire. >> cal fire says some evacuation

orders and road closures remain in place in the fire zone. fire crews also getting the upper hand on a weekend fire in contra costa county, the point fire started friday afternoon near the city line between bay point and concord, and grew to more than 470 acres. cal fire says the containment is now at 92%. mandatory evacuation orders were issued for about 100 homes in the area, but have since been lifted. >> happening today, a federal judge is expected to rule whether a scuba boat captain should pay restitution to family members of people killed in a fire off the central coast five years ago, 34 people died when the boat caught fire in the waters off santa barbara county. the victims families want restitution for funeral expenses. last year, the boat captain, jerry boylan, was convicted of criminal charges after a jury determined he'd abandoned ship. he was sentenced to four years in prison. >> 806 is your time. the november election is now just 99 days away, and likely democratic nominee kamala harris is getting ready to make her first major

particular will see the most dramatic effects. this is one of those if you can smell smoke outside, you'll want to stay inside as much as possible. a new study raising new concerns about the dangers of wildfire smoke. now, medical researchers have found exposure to wildfire smoke can dramatically rise or raise the risk of dementia. the ten year study involved 1.2 million people 60 years, or older in southern california. that's a region where huge wildfires are common to lower the risks, experts say people should update their home air filtration systems, stay inside when the air quality is unhealthy, and wear an n95 mask outside when the air quality index reaches 100. >> happening today, san francisco will detail efforts to improve access to recovery programs for people struggling with drug and alcohol addiction. mayor london breed and supervisor matt dorsey will hold a news conference to talk about new programs coming to the city. one is road to recovery, which will distribute books on addiction and recovery for free to anyone with or without a library card supervisor. dorsey says such books are among the

breastfeeding problem in newborns. the american academy of pediatrics says that unnecessary surgeries may be happening with infants to correct a condition known as tongue tie. the condition restricts the tongue's range of motion in babies. it's often treated through a simple surgery, but this new report says half the kids treated for tongue tie may not need surgeries. >> the practice got to be very common without a lot of good data, and we got very concerned that this was being done really
